A railway can carry freight through an emirate years before travellers can buy a ticket there. A metro station can appear on a map before it has a platform. For a UAE business choosing a site, planning staff travel or comparing delivery quotes, the useful question is which service works for the specific address, date and customer.

As of 6 November 2026, Etihad Rail reports operating intercity passenger services connecting Abu Dhabi, Dubai, Al Dhaid and Fujairah. It also runs a national freight business that the operator says has been in operation since 2023. Dubai Metro has a separate operating urban network and expansion projects at different stages. Track each of those services on its own, even where the operators plan to connect them. Etihad Rail passenger network. Etihad Rail freight. RTA Dubai Metro guide.

The Al Dhafra dates illustrate why a status record needs the date of the source. The June passenger network announcement grouped Al Dhafra stations under 30 December 2026. Etihad Rail’s passenger page now lists Zayed City and Liwa on 30 November and the remaining stations on 30 December. If a customer’s trip or a staffing plan depends on one station, save the exact station name from the latest operator notice and check what the booking engine offers. Al Dhaid and the future Sharjah Station also appear separately in the rollout. June network announcement. Etihad Rail’s current rollout.

Intercity passengers need a complete journey

Etihad Rail introduced Abu Dhabi–Fujairah services in June and announced the September expansion from Dubai when it inaugurated the Dubai station. Its launch release says tickets are sold through the Etihad Rail website, app and station vending machines. Use the booking channel to establish whether the service fits a particular day. A list of stations establishes the network footprint, while the itinerary shows which train you can actually take. Etihad Rail’s Dubai launch release. Official journey booking.

Consider a Dubai company sending a team to a Fujairah site visit. Start with the time the customer expects the team onsite. Work backwards from the customer’s entrance to the drop-off, the departure from the arrival station and the scheduled train arrival. Then do the same at the origin, including time to get through the station. Check the return journey before promising an end time. If the meeting overruns, the next departure and the availability of onward transport can determine whether the rail itinerary still works.

In a hypothetical trip comparison, suppose the train takes 60 minutes, getting to the station takes 25 minutes, the arrival buffer is 15 minutes, and the final trip to the customer takes 35 minutes. That makes 135 minutes door to door before any extra connection wait. A 110-minute drive would be 25 minutes faster on those assumptions. If the drive usually varies between 95 and 155 minutes and the rail itinerary proves more predictable, the team might still prefer it for a meeting with a fixed start. Those figures illustrate the comparison. Use observed travel times on the day and route you need, especially where a short train journey depends on a long road connection.

For an employer, the relevant access test starts at the staff entrance during the actual shift change. Walk the route or check a timed connection before putting rail access in recruitment material. A station across a highway can require a much longer trip than its distance on the map suggests. A link that suits office staff at midday may leave evening workers without a practical connection. If the business offers a shuttle, check how long the vehicle can wait for a late train and what it costs to provide a backup. Include the shift starting before public transport begins and the shift ending after the last useful return.

What freight customers can verify

Etihad Rail describes operating bulk and industrial freight services linking industrial zones, logistics hubs and ports. The presence of track near a warehouse is only one piece of the decision. The shipper needs an origin terminal that accepts the load, the matching destination terminal, a feasible cut-off and a delivery arrangement from the destination terminal to the receiving site. Ask who provides equipment and who pays if loading overruns or the receiver misses its slot. Etihad Rail freight service.

The operator’s agreement with Trojan General Contracting shows how those handoffs can be built into a commercial arrangement. It described first- and last-mile services for aggregates from quarries in Ras Al Khaimah and Fujairah via Al Ghail Dry Port to Industrial City of Abu Dhabi and Dubai Industrial City. The announcement shows the commodities and handoffs included in that agreement. A different shipper needs confirmation that its own material, volumes and service window can be accepted. Etihad Rail’s Trojan haulage agreement.

Build the comparison from the same origin to the same delivery point. Include collection, loading, the main haul, unloading, final delivery and any storage fees that a longer dwell would create. If the rail quote requires a minimum commitment, test what happens on a low-volume week. For example, suppose a hypothetical service costs AED 7,200 per departure and door-to-door handling adds AED 80 per tonne. A road quote is AED 200 per tonne. At 60 tonnes, both come to AED 12,000. At 50 tonnes, rail comes to AED 11,200 and road to AED 10,000. At 75 tonnes, rail is AED 13,200 against AED 15,000 by road. That assumes the fixed charge covers each tested load and excludes delay, tax and stockholding costs. Use an actual quote to check where the next charge or vehicle requirement changes the comparison.

For a pilot, choose a shipment that represents routine work and record the time at each handoff. A train that arrives on schedule can still leave the shipper paying for a truck that waits at the terminal. Compare invoices and timestamps with the estimate, then rerun the numbers for a week when orders are lower. A repeated movement with stable loads and available handling may support a regular contract. A one-off move may justify booking only the capacity you need for that job.

Read Dubai Metro project milestones by stage

RTA describes the Blue Line as a 30-kilometre project with 14 stations. Its published construction milestones include the launch of primary tunnelling works and an opening target in September 2029. Tunnelling establishes that a defined package of work has started. It leaves further work between that milestone and a passenger entering the station, including systems, commissioning, service planning and access. For a nearby shop the immediate business impact may be a pedestrian diversion, while the eventual opening might change customer travel patterns. Measure those effects over different periods. RTA Blue Line project status. RTA tunnelling release.

The Gold Line provides a separate example. RTA’s April 2026 approval announcement describes an investment of around AED 34 billion, 42 kilometres and 18 stations, with planned integration with Etihad Rail. It sets out a tender in 2026, a contract award in 2027 and a September 2032 inauguration target. Those are milestones in the published plan. The approval figure measures the scale of the project, while a tender or award identifies a specific procurement opportunity. A supplier bidding for electrical work needs the contracting entity, the scope and the submission deadline for that package. A tenant evaluating a shop needs the station entrance, opening date and walking route. The same approval release cannot answer both. RTA Gold Line approval and timeline.

For a lease decision, model the site using the customers and transport access it has today. Then build a separate case for what a confirmed station opening could change. Check where the entrance is relative to your front door and what shops or streets a customer passes on the way. Estimate how much of that movement could reasonably reach your storefront and at what times. A business serving weekday commuters might care about the morning approach to a station, while one serving families might depend on weekend journeys. If the lease premium only pays off with the future station, calculate what a delay does to the cash you need while waiting.

Keep a record that can survive a schedule change

Give each decision a line with the service, the specific station pair or terminals, the latest primary source, the date checked and the action it supports. Label the action in plain language. A station launch may justify asking a hotel about a trial shuttle. Published bookings may justify reserving two seats for a site visit. A formal haulage quote with accepted delivery terms may justify sending one pilot load. Each commitment has a different cost to reverse.

Assign someone to recheck each dependency before money becomes due. For a station shuttle that might be the day the vehicle deposit stops being refundable. For a supply contract it might be the date a customer locks its delivery schedule. Keep the backup available until the service you intend to use has cleared the relevant check. A dated record makes it possible to see which assumption changed and why the original choice made sense.

When dates move, keep the old entry beside the new one and state which decision needs revisiting. If service starts before a key interchange or feeder link opens, test the temporary journey that customers will actually make. If an operator opens booking for selected trips only, review both the outbound and return across the days your business uses. Save the confirmation that matches your operation rather than a map of the eventual network.

Rail investment can change which locations and delivery routes make sense. The decision becomes firmer when a passenger can book the exact trip, a shipper can get a load accepted on commercial terms, or a business can measure the change in access at its own door.
