Dubai reported 19.59 million international overnight visitors and 44.85 million occupied room nights in 2025. Dubai Airports reported 95.2 million passenger movements at Dubai International over the same year, using “guests” in its public communications. The figures are all measures of travel or hospitality activity. They count different things, and their usefulness depends on whether a business is planning for airport traffic, overnight demand, hotel capacity or visitor spending. Start by writing down who is included, where they were counted, the time period and the unit. The unit might be a visit, a passenger movement, a guest night, a room night or a dirham of spending. Match the series to the decision before using it to forecast demand.

What an international overnight visitor count includes

Under the United Nations' tourism statistics framework, a visitor whose trip includes an overnight stay is classed as a tourist. A same-day visitor is counted separately. The overnight stay can be in different forms of accommodation. When a destination reports overnight visitors, read its local method to see how it treats accommodation outside hotels, repeat check-ins and visitors who enter through another place. Dubai's Department of Economy and Tourism explains how it adjusts the international overnight visitor estimate. It adjusts downward for travellers arriving via Dubai Airport who do not stay overnight in Dubai, residents staying in hotels, and certain repeat check-ins within a 48-hour window. It adjusts upward for travellers who enter through another emirate and stay in Dubai and for visitors staying with friends or family, estimated through its visitor survey. The report also explains that hotel information includes residents staying in hotels. These adjustments help explain why the visitor estimate and hotel figures have different coverage. DET’s Instagram reel presents the 19.59 million international overnight visitor figure. The caption and graphic preserve the population it counts. If a chart shortens the label to “arrivals,” retain the full label in the notes so a reader can tell that it describes overnight visits to Dubai. A person may take several trips over time, so also check the source before using a visitor count as a count of distinct individuals across an entire year. Airport traffic can be a better starting point for a business operating inside a terminal. It reflects the activity handled by the airport, including travellers whose journey differs from that of an overnight visitor to the city. A business selling local tours would need a narrower measure of people in the destination and evidence of how many are likely to book. Do not estimate the share of airport travellers who stayed overnight by simply dividing the DET count by the DXB traffic count. The series do not describe the same group of travellers.

Separate room nights from guest nights

One occupied room for one night gives one room night. If two guests share the room for three nights, that stay gives three room nights and six guest nights. Room nights matter for room capacity, cleaning, rates and room revenue. Guest nights help describe how many people stay and for how long. A hotel can have the same number of occupied rooms on two evenings and a different number of guests, with different implications for breakfast or transport.

DET reported 44.85 million occupied room nights in Dubai in 2025. In its national reporting, the Ministry of Economy and Tourism said UAE hotel establishments recorded more than 110.62 million guest nights, with 32.34 million hotel guests in 2025. The federal report also put UAE hotel revenue at AED 49.21 billion for the year. Those national figures cover hotel establishments. They cannot be used to turn Dubai's room nights into a share of UAE guest nights. Match the type of night, geographic scope and accommodation coverage first. Check supply when reading occupancy. In a hypothetical market, hotels sell 8,000 room nights from 10,000 available room nights in one period, giving 80% occupancy. In a comparable later period, they sell 8,400 nights from 12,000 available, giving 70%. More rooms were sold, while occupancy fell because supply expanded faster. An operator should inspect availability, rate and demand for its property and segment before assuming the change applies to its own room calendar.

For room revenue, an operator can put rate and availability on the same footing. In a separate hypothetical example, a hotel has 1,000 available room nights and sells 800 at an average daily rate of AED 500. It earns AED 400,000 in room revenue, or AED 400 per available room night. In another period with the same capacity, it sells 750 nights at AED 550 and earns AED 412,500, or AED 412.50 per available room night. The increase in room revenue comes from a higher average rate despite lower occupancy. It says little about what guests spent away from the hotel. For comparisons between published figures, check how the source treats rooms out of service, complimentary stays and other reporting details. Those choices can affect both occupancy and the average rate, so keep the reporting definition with the comparison.

Ask whose spending the figure measures

Tourism expenditure can cover accommodation, meals, transport, shopping and other eligible purchases, depending on the statistical definition. Hotel revenue measures what accommodation businesses report within the scope of that revenue series. It may include business from domestic guests and other transactions that differ from the population used for international tourism spending. Read the source notes before treating one amount as a component of the other. UN International Recommendations for Tourism Statistics, expenditure chapter

Check whether the estimate covers international or domestic visitors, overnight or same-day trips, and spending in the destination or other trip-related expenditure. Ask how the estimate was produced. A visitor survey may include spending with several types of businesses, while card transactions may cover a narrower payment channel or a selected population. If comparing a spending total with a visitor count, use the same geography, reference period and visitor category. The UN compilation guide discusses the distinction between tourism expenditure and the travel item in the balance of payments, which can serve as an approximation in some reporting. UN tourism statistics guidance on expenditure results

Average spend per trip and spend per night tell different stories. Suppose 1,000 overnight visitors each stay four nights and spend AED 300 per person per night on average. That gives AED 1.2 million of spending, or AED 1,200 per trip. In another hypothetical period, 1,100 visitors stay three nights and spend AED 330 per night. Total spending is then AED 1.089 million and average spending per trip is AED 990. Arrivals and spending per night rose, while total spending fell because stays shortened. For an official average, check the numerator and denominator in the actual series instead of assuming they match this simplified example.

Match the period and segment to the decision

The 2025 figures are a full-year comparison. DET's September 2026 release gave approximately 869,000 international overnight visitors in August and 21.61 million occupied room nights across the first eight months of 2026. Those figures have different periods as well as units. A comparison of August visitor demand should use August visitor data on the same basis. A view of room demand through August needs a room-night series covering those eight months. DET September 2026 tourism update

A seasonally busy month can differ from the next one even when the longer trend is stable. Compare the same months across years where appropriate, and check whether events, holidays or supply changes affected the result. For a property manager, look at bookings and cancellations for the actual dates before assigning staffing. For a supplier, match the hotels in the customer portfolio and compare those accounts' orders with broader market occupancy. A UAE total can give context while demand at a particular hotel cluster follows a different pattern.

Split the data by traveller or property segment if the decision depends on it. A family staying for several nights, a convention visitor with a tightly scheduled trip and a resident taking a weekend break can use different services. A business can examine booking source, length of stay and time of purchase for its own customers. Then it can use market data to check whether the change reflects a shift in demand or something specific to its offer.

Choose evidence for the business you operate

A hotel comparing two periods might ask whether higher room revenue came from more nights sold or higher rates. It would check occupied and available room nights, the rates actually realised and the mix of customers. If breakfast revenue changed, it could also inspect guest nights, meal packages and usage. The arrival count can help explain the market setting. The booking and operating records show which change reached the property.

An attraction might have a mix of overseas visitors, domestic visitors and local repeat customers. Give each group its own starting evidence where possible. Use booking records to see when people purchased, how large groups were and how many bookings were redeemed. A restaurant near a hotel cluster can compare its own covers and average spend by daypart with local occupancy. An airport retailer may pay more attention to flight schedules, passenger flow and whether customers have time between flights. Each business can start with a public figure and then test the link to its own transactions.

Before sharing an estimate, write the measure in full, name the population and date, and identify the source of any assumption. If the business expects more visitor spending because stays are lengthening, look for evidence of both length and spend in the segment it serves. If it expects a busier hotel despite stable occupancy, check whether the property added rooms. That evidence is what turns a broad tourism release into an estimate the team can use.
